Living in Osaka · address registration

Registering your new address at an Osaka City ward office

If you hold a residence card or a Special Permanent Resident Certificate and you have moved to Osaka City, or to another address inside it, you report the move to the ward office for your new address within 14 days after the move. The city does not accept the notice before the move. Use this page to pick the right notice, check what to bring, and find the ward line that can answer in English or Korean.

Which notice do you need?

The Japanese name is the one printed on the form or used at the counter. Say it, or point to it on your phone.

What to bring for a move-in or change-of-address notice

This follows the City of Osaka pages for 転入届 and 転居届. The list differs by situation, so confirm with the ward if yours is unusual.

  • Residence card or Special Permanent Resident Certificate

    在留カード / 特別永住者証明書

The city treats a notice filed with this card as your residence notification to immigration as well.

  • ID for the person at the counter

    本人確認書類

The city lists My Number card, driver’s licence, passport and health-insurance verification documents as examples.

  • The form

    住民異動届

Available at the ward counter section and branch offices. You can fill it in there.

  • Moving-out certificate from your previous municipality

    転出証明書

Not needed for moves inside Osaka City or when you arrive from abroad. Not needed either if you filed the moving-out notice through Mynaportal. A special moving-out notice (特例転出届) filed at your previous municipality can also replace it, but the city sets time limits, so ask.

  • Passport, if you arrive from abroad

    パスポート

If the passport has no entry stamp, bring something that shows your entry date, such as a flight ticket stub. If your residence card was not issued at the airport, the passport carrying that notation is accepted.

  • Proof of relationship, in some family cases

    世帯主との続柄を証する文書

Needed when you are not the head of household and the head is a foreign national and your relative. A marriage or birth certificate in another language needs a Japanese translation that names the translator.

  • My Number card of everyone who is moving and has one

    マイナンバーカード

Each card’s PIN is entered at the counter. A lost card needs a loss report. If you filed through Mynaportal, the card of the person who filed is required. If you do not have the card with you, the notice can still be processed, but the address on the card must be changed later.

  • Health insurance eligibility certificate, if you have one

    資格確認書

Only if you are enrolled in the city’s National Health Insurance.

  • Who can file, and a power of attorney

    委任状

You, or the head of household, can file. An agent you appoint needs a power of attorney, including a relative who belongs to a different household. A legal representative, such as a guardian, brings documents proving that status.

Reserve your visit online with a My Number card

With a My Number card you can use Mynaportal to file the moving-out notice and to tell the new ward office when you plan to come. You still have to visit the ward office within 14 days of the move and take a number ticket at the counter. The city’s explanation, with a video, is in Japanese.

Call first: ward phone lines for foreign residents

For foreign residents living in Osaka City, every ward office runs a phone consultation line, answered in English, Chinese, Korean, Vietnamese and Filipino. The consultation is free. It is open Monday to Friday, 9:00 to 17:30, except public holidays and 29 December to 3 January. You can call or visit; no appointment is needed. It is a consultation line, not a way to file the notice by phone. Ask which documents to bring and whether your ward takes appointments.

The city also runs a consultation service for foreign residents at the Osaka International Foundation information center: 06-6773-6533. While the Osaka International House is being renovated the center is in a temporary office, planned until the end of March 2027: Senba Center Building, basement 1, B152, Chuo-ku. Hours there: Monday to Thursday and Saturday 9:00 to 17:30, Friday 9:00 to 19:00; closed Sundays, public holidays, 13 to 15 August and 29 December to 3 January. Legal consultations are by phone reservation on set Wednesdays (the next day if that Wednesday is a public holiday). The services are for foreign residents living in Osaka City.

The same visit, and what depends on your new address

  • National Health Insurance

This part covers only the city’s National Health Insurance (国民健康保険); other schemes are not covered here. If you are enrolled, the head of household reports the move within 14 days at the ward’s insurance and pension counter (保険年金業務担当), which is a different counter from registration. Finish the move-in or change-of-address notice first. The city requires your My Number to be written and shown for these notices, together with ID, and a head-of-household power of attorney if someone else goes. When you arrive from another municipality, also bring a bank cash card, or a passbook with its registered seal: Osaka sets premium payment up by account transfer, and the city says the procedure can finish on the spot if you bring the card. If you report enrolment late, premiums are charged back to when you should have enrolled, for up to two years, and unless you had an unavoidable reason, benefits may start only from the day you report. If you report leaving the scheme late, medical costs paid after you left may have to be returned.

  • My Number card

A health-insurance-linked My Number card also needs its address updated. If you could not do it on the day, the address change on the card is a later step.

  • Your doctor or clinic

When your insurance details change, the city asks you to tell the clinic or hospital you visit.

What this page does not cover

  • It assumes you hold a residence card or a Special Permanent Resident Certificate. If you hold neither, ask the ward office before you travel.
  • Changes other than your address go to different places. Two are handled at the ward office within 14 days: you become a mid- to long-term resident while living in the city, or your relationship to a foreign head of household changes. For other changes, Special Permanent Residents use the ward office and residents with other statuses use the Osaka Regional Immigration Bureau.
  • Opening hours, appointment systems and extended hours differ by ward and by counter. Check the page of your ward office.
  • OsakaList does not file anything for you and is not a City of Osaka site. The city’s detailed pages are in Japanese.
